UNB Announces Budget for 2004-05

The Board of Governors at the University of New Brunswick
has approved a $144.4-million operating budget for the
institution's 2004-05 fiscal year. The budget represents
an increase of $13 million or 9.91 per cent over 2003-04.

"For the seventh year in a row, UNB has a balanced
budget," said President John McLaughlin. "The provincial
government has a limited capacity to fund universities,
and we respect that.

"We are taking responsibility to ensure the sustainability
of this university. We are also committed to certainty
for our students. I promised that tuition would increase
less than six per cent and that's what we've delivered in
this budget."

For 2004-05, UNB's tuition fees for full-time
undergraduate students will increase by $260, from $4,510
to $4,770, or 5.75 per cent. This is the same percentage
increase as last year.

UNB's tuition fees are currently among the lowest in the
region, ranking 12th out of the 16 Maritime universities
and $387 below the Maritime average of $4,897 for 2003-04.

Tuition fee increases for graduate students and full-time
continuing students in the faculty of law will also be
5.75 per cent - the same percentage increase as last
year. Tuition for new students entering UNB's law school
will increase from $5,647 to $6,972, reflecting a $1,000
supplemental fee which will be used to enhance the
activities of the faculty of law and maintain its
competitive position as a quality law school.

The supplementary fee for international students, which is
added to basic tuition, will remain constant at $3,890 for
graduate students. For undergraduates it will increase by
nine per cent - the same percentage increase as last year -
from $4,240 to $4,622.


For the 1,439 students living in residence on the
Fredericton campus, fees for room and board will increase
on average by 5.75 per cent for 2004-05. A student living
in a double room, for example, with the 19-meal-a-week
plan, will pay $5,938 for the year, an increase of $323
over 2003-04. Rates vary according to the type of room
and number of meals per week. Ninety-six per cent of UNB
Fredericton residence students have high-speed Internet
and cable connections in their rooms.

The increase in residence fees is the result of an
increase in operating expenses and the introduction of
alternate dining in September, which will offer students
more choice and meals freshly prepared to their
specifications.

Room fees for students living in the two residences on the
Saint John campus will increase five per cent for 2004-
05. This increase will offset increases in operating
costs. In the 70-bed Sir James Dunn Residence, the rate
for a large single room, which most residents have, will
be $4,015. The fee for the new, all-suite 168-bed
residence, which provides a greater set of amenities than
Sir James Dunn Residence, will be $4,150. The meal plan
fees for all Saint John students remain unchanged.

"Upholding and furthering UNB's role as a national
university - and doing that in a sustainable way - has
been the priority which has guided our budget process,"
said Dr. McLaughlin. "We're investing in our people- our
faculty, staff and students; we're enhancing the quality
of our learning environment; and we're making innovative
investments to adapt and remain competitive."
