  [B]孔子学院是一座跨国的文化桥梁,但在某些外国人看来,却成了所谓的“洗脑机构”[/B]
[B]  国际先驱导报([URL="http://blog.sina.com.cn/m/xqdb"]Blog[/URL])特约撰稿李雨桐发自深圳[/B] 5月29日,加拿大各大报纸均转载了一则“惊人”的消息——“中国利用孔子学院在全世界笼络人心”。据加拿大新闻社报道,5月底披露的一份加拿大保安情报 局的解密报告称:“中国在全球设立孔子学院目的就是施展‘软功’,争取全世界的民心”。加保安情报局负责人贾德甚至还承认,他们花费了大量精力监控中国方 面的活动。
  消息一经披露,顿时惊起一片哗然。
  [B]诬称中国施展“软功”[/B]
  据了解,加新社是根据加拿大《资料索取法》取得加拿大保安情报局的这份最新解密报告的。该报告中充满了对中国以及中国文化的敌视之词,宣称中国在全球设立孔子学院,目的就是施展“软功”,争取全世界的民心,增加它的影响力。
  也就是说,该报告认为,孔子学院是中国向外输出意识形态和政策的平台,是向加拿大进行文化渗透的工具、对加拿大人进行“洗脑”的机构。该报告还承认,加拿大情报部门花费了大量的人力物力监控中国方面的活动。
  加拿大情报部门这份解密报告的论调,明显是与中加文化交流日趋升温的主流“格格不入”,也显得异常“刺耳”。就在上月初,加拿大第二所孔子学院 ——滑铁卢大学孔子学院正式揭牌成立。滑铁卢大学校长约翰斯敦表示,“孔子学院将为师生学习、了解中国语言文化提供宝贵的场所,达到促进中加的文化交流的 目的”。而加拿大省议员安德鲁先生则坚信,“孔子学院有助于消除加拿大人对异族裔群体的误解和神秘感,有助于了解和欣赏美丽的中国语言和文化。”
  [B]孔子学院受世界各国欢迎[/B]
  孔子是中国传统文化的代表人物,选择孔子学院作为汉语教学品牌是中国传统文化复兴的标志。
  2004年11月21日,全球第一所“孔子学院”在韩国首都首尔挂牌。截至2007年5月,全球已启动孔子学院(包括孔子学校、孔子课堂)155所,分布在53个国家和地区。国内61所高校和机构参与孔子学院的合作办学。到2010年,全球将建成500所孔子学院。
  如此多的孔子学院本身就表明,这种文化交流形式在世界各地受到的欢迎。而对于孔子学院的宗旨和所发挥的作用的理解,温哥华孔子学院院长谷丰表 示,孔子学院“让外界了解中国文化,希望在中国发展过程中,能减少外国对中国的猜疑,通过文化交流,让他们了解中国和平发展的意愿,而不会对其他国家造成 威胁。”
  同时,孔子学院的课程也并非有些敌视中国的人士所言是“洗脑”课程。谷丰院长举例说,孔子学院并非是要宣扬孔子的学说,而是通过这个平台,教授 当地人们需要的内容。比如温哥华孔子学院的课程就是以商贸文化交流为主,“6门课中,只有1门课是中文,其它课都是英文教学,教的则是与中国有关的文化沟 通技巧。”
  [B]“中国威胁论”在作怪[/B]
  孔子学院作为中外之间的一座“文化桥梁”,为何会被加拿大情报部门无端猜疑呢?
  “不与外界交流,就说中国是铁幕国家;打开国门,则说中国搞精神输出、文化渗透。”一位不愿透露姓名的情报界专家告诉《国际先驱导报》,这反映 了西方国家一些别有用心者敌视中国的心态。如果基于这种冷战思维,中国为促进国际文化交流所做的一切努力,都会被打上“中国威胁论”的烙印,“这种做法对 中国是极不公正的。”
  温哥华西门菲莎大学前教授、汉语言专家王健直言,加新社该报道实属“可笑”,上下文多处逻辑不通,“牛头不对马嘴”,开头第一句就说“孔子”这一形象已变成中国企图统治世界的一部分,更是牵强。
  而5月29日,会见了前来渥太华访问的中国[URL="http://www.iask.com/n?k=%C9%CC%CE%F1%B2%BF"]商务部[/URL]长薄熙来后,加拿大联邦国际贸易部长埃默森在记者会上,当有记者问及他对加新社这则消息的态度时,他更是笑出声来,“不明白怎么会出现这样的报道,内容令自己感到非常奇怪。”
  中国国家汉语国际推广领导小组办公室北美地区事务代表陈俊波则质疑,加拿大情报机构和加新社将教育和政治混为一谈,实在令人吃惊。[B]来源:国际先驱导报[/B]

FREDERICTON (CNB) - New Brunswick has been chosen to host a highly-regarded Confucius Institute, Education Minister Kelly Lamrock announced today.

The aim of a Confucius Institute program, created by the Chinese Ministry of Education, is to promote friendly relationships with other countries and the study of Chinese language and culture.

An agreement signed today between Atlantic Education International Inc., an affiliate of the New Brunswick Department of Education, and the Office of Chinese Language Council International-Hanban, will see the establishment of a Confucius Institute in New Brunswick.

"The Confucius Institute of New Brunswick has occurred as a result of our10 years of successful involvement in education with China," Lamrock said. "New Brunswick is highly regarded for being a pioneer in delivery of school curriculum with China, and this relationship positions us where many countries and many other provinces would like to be."

China plans to create 100 Confucius Institutes worldwide to encourage better understanding of Chinese language and culture. Confucius was a fifth-century Chinese philosopher and teacher whose thought shaped traditional and modern Asian culture.

"China has become one of the biggest sources of international students in New Brunswick and Canada as a whole," said Shi Shuyun, Counsellor of Educational Affairs for the Embassy of the People's Republic of China in Canada. "At the same time, more and more Canadians start to learn Chinese and want to know more about Chinese culture. The establishment of the Confucius Institute of New Brunswick will be a valuable resource in assisting people in understanding Chinese language and culture."

"This institute shows the strategic advantage of our educational partnership with China," Lamrock said. "Premier Shawn Graham wants New Brunswick to take a leadership role in economic development and now, through the Confucius Institute of New Brunswick, our businesses will have an important resource to help our people and products break into the world's fastest growing marketplace."

Beginning this spring, courses will be offered through the Confucius Institute of New Brunswick, which will be located at the Atlantic Education International office in Moncton.

Chinese Language Teaching:

To promote and deliver teaching of Chinese in Eastern Canada to citizens, business persons and other students at appropriate levels.

To develop programs in Eastern Canada for training teachers of Chinese in collaboration with the Chinese partner institution.

To act as a service centre for instructors in Eastern Canada teaching Chinese in public and private secondary schools and language schools.

To collaborate in the delivery of Chinese language related programs within universities and schools throughout Eastern Canada.

To hold examinations in Eastern Canada for the Chinese Language Proficiency Test.
Chinese Culture:

To promote public knowledge and understanding of Chinese culture in Eastern Canada through public lectures, seminars and other events.

To plan and mount in Eastern Canada, exhibitions/festivals of Chinese culture to delivered as appropriate in collaboration with partner organizations in China, and Eastern Canada.

To promote exchange events from Eastern Canada in China.
Chinese Business Support:

To serve as a consulting and linkage centre for the Eastern Canadian business community and their counterparts in China.

To provide language and acculturation programs for Eastern Canadian business persons who will travel to or do business with China.
Scholarship:

To promote scholarship relating to China in association with other appropriate departments in other Canadian Universities, colleges, high schools and elsewhere.

To develop senior visiting fellow programs.

To promote specific programs of research in Eastern Canada.
