chinese toys recall scandal

Recently, there has been many reports on chinese products recall in United States. It has affect reputation of chinese products in US and Canada. First of all, I think chinese manufactures should be responsible for it, since we produce the goods. But we should know that US won't import goods without going through their products inspection department. If these chinese godds contain severe chemical materials, can't US authorities spot when these products first entering US. But in all the reports, they didn't blame a word on certain US authorities, they all blame on chinese government and manufactures. I think this is not fair to our country.
