The federal government is providing more than $30 million in funding for three New Brunswick pulp and paper mills.

On Thursday, Natural Resources Minister Christian Paradis announced that the Twin Rivers Paper Company mill in Edmundston is receiving $21 million for upgrades.

As well, Paradis said two J.D. Irving, Limited mills in Saint John are getting a combined $10.4 million.

In Saint John, two Irving mills will receive a total of $10.4 million in federal funding.

The lion's share of that amount, $9.1 million, will flow to the Irving paper mill on Bayside Drive.

[B]The Irving pulp mill, at Reversing Falls[/B], is receiving the remaining $1.3 million, which will be used for a steam reduction project - to make better use of waste heat at the mill.

"These investments in energy efficiency are good for the environment and for business," said Mark Mosher, vice-president of pulp and paper operations for J.D. Irving, Limited, in a statement.

According to Mosher, efficiency projects at both mills are helping to reduce greenhouse gas emissions by 51 per cent within the company's pulp and paper operations this year.

"The paper mill is the most modern in North America today and we are focused on ensuring it is competitive regarding energy costs," Mosher said in the statement. "This program means that energy efficiency investments can happen sooner, rather than later."

All of the funding announced for New Brunswick on Thursday is flowing through the Pulp and Paper Green Transformation Program, which the Harper government says will help boost competitiveness and protect jobs in Canada's forest industry.

"With today's announcement, our government is continuing to implement our plan to support Canada's forest sector and the Canadians who depend on it," said Paradis in a release.

On Thursday, the Forest Products Association of Canada praised the $1-billion Pulp and Paper Green Transformation Program, which was introduced by the federal government in 2009.

"The investments from the program ... serve as an excellent example of smart policy and smart spending," said the organization's president, Avrim Lazar, in a release. "The funds are helping the forest products industry become more energy and cost efficient as well as retaining jobs and supporting Canada's rural economy in the long term."

浆是工业中间产品，只供纸厂用，消费者见不到；
纸是最终产品，可供最终消费者直接使用（书写纸，复印纸），或印刷后使用（各种flyer，杂志，报纸）。

浆厂和纸厂可以是一个厂，也可以是独立的企业。
化学制浆，污染较大，需要严格控制；
而如果是独立的造纸厂，则除了普通的噪音、污水等外，没有特殊的污染源。

reversing falls的浆厂是化学制浆的。
bayside的造纸厂是机械制浆的。
